Default Regarding a Clark Howard's television statement

Recently, Clark Howard (http://clarkhoward.com) made a statement on the air that new federal guidelines for gasoline sales will mandate the use of at least 15% ethanol at all pumps. Howard continued by saying that cars with small engines and those manufactured prior to 2001, particularly European autos, will suffer the most from such guidelines and mandates. Howard states that his hopes are to see pumps with 5% ethanol for older cars and pumps meeting the 15% guidelines for newer cars.

QUESTION:
Is their any truthfulness to Howard's claims???? If so, how will this new federal mandate effect me and my 1999 ML-320????
