it's not a smile.
it was the BOTOX (pronounced as b-u-t-t-o-c-k-s) which is stretching his face, that gives the smiling impression.

even at sleeping, it's still smiling

I signed up for absentee ballot; they would mail me the ballot a few weeks before the actual election date.
The ballot has to received by 11/2, when they close all the polls.

There are absentee ballots mailed in by persons who can't be at the polls to vote on Nov 2.

There is also "early voting" where a person can go to a polling site to vote early without having to explain why they need to vote early.

It's expected that this year, about 20% of the voting will be done early through these two methods. This is unusually high.
