Is there any Issue with replacing the original Lock with an aftermarket replacement without the "Smart key" electronics? (see link)

Key will not turn at all, remote works, dealer wants $700.00

Can someone point me to a sequence of parts to remove and special Tools if any, can it be done without busting the steering Lock?
