Vacuum Advance Unit

Hi guys, my vacuum advance valve has been closed off where the vacuum hose goes in, is this normal. The funny thing is that it looks like it came like that from the factory. Whats its purpose? Should i look into it?

your car must have morph into electronic timing already.
