Ok heres the deal the car I am dealing with is a 1995 C220 and the problem is that the starter will not turn at all and the starter lock up thing in the manual did not work so please if you have any suggestions please help

 

check battery connections? do you hear any whine at all from the starter, or is it complete death? If no engaging then starter or wires to starter are bad. If you get some sort of engagement of the starter and yet no start either the starter motor will not fully extend or you have a fuel problem. SOunds to me like you have a bad starter. It happened to my e320.
