Default Fuel gauge not registering..guage or sender?

I have a 96 C220, and the fuel gauge isn't working. When I start the car, the low fuel light comes on then goes off indicating the light is functional. I know it is either the sender or the gauge (or wiring in between) that is causing the gauge problem, but I am trying to narrow it down. If it was the sender not communicating, wouldn't the low fuel light come on? Any help would be appreciated!

My bet is on the sender. Water/condensation in the fuelrusts the moving parts of the sender, which should have been made out of stainless in my opinion.
