injection timing

Default injection timing

I need to adjust the timing on my fuel injection pump using the overflow spout tool. I followed the books instructions but it still ended up running the same. Would anyone be able to help me and give a good play by on how it is done correctly. Also how the drips need to be coming out, i would use the primer pump to get the fuel flowing but it would come out in a stream then slow to a drip in the same amount of time in different spots of adjustment. any help would be greatly appreciated.

So now i've tried to use the Neanderthal method, and when the valve gets a little fuel coming out it the timing marks are on the bottom side of the pulley. Does this mean its just off a decent amount or is it 180 degrees off. I feel it shouldnt be 180 off cause it was working well.
