Modulator/Bowden Cable and Flare '95 E300D

I hope one of you will be able to shed some light. My recently aquired 95 E300D shifts perfectly under light throttle, however when pressed there is a flare between 2nd into 3rd. My mechanic and I have followed various posts as to adjusting the Bowden Cable and the modulator but have not been able to lose the condition, only make it worse.
The Modulator on this year doesn't have a cap over it or a pull-out type Key. Instead it has a white plastic lever that only travels between 4 and 8 o'clock. I read somewhere that someone had adjusted one of these by removing the plastic lever and increasing the adjustment, but my mechanic tells me that it does not come off. There is definately Vacuum to the modulator and tomorrow we will try to drive it with the vacuum removed to see if it produces Hard shifts, but I don't feel we are on the right track yet though I am sure it is Flare. Any suggestions or advice would be greatly appresiated.
