190e Gas mileage

Hi,
What should I expect to get for gas mileage on my 1986 190e 2.3?

In the city around 21 mpg and the highway around 29 mpg.

I definitely have some work to do on the car then because I'm getting about 17mpg city and maybe 22mpg highway. And we are not talking a hilly city or mountainous highway. Its as flat as can be here.
