Liquid chlorine is used by larger commercial swimming pools and requires special handling. Residential pools use chlorine solidified into tablets or such and require no special handling.

Looks to me, that atuhorities don't trust those folks in Georgia and I don't blame them.
In California liquid chlorine is available in lot of places and Home Depot charge about $3,90 for 2-gallons.
Restriction for sale were lowered. Few years ago, buying liquid chlorine in bottles, I also had to buy returnable container, that would contain chlorine in case of broken bottle.
Now they pack those "milk bottles" with chlorine into cardboard.

I guess you'll have to learn the hard way. The dumbest thing you could have done when you thought your chlorine was leaking was to go check the container. Is that what they teach you in California, or did you learn that in Poland? If it were leaking, you'd only get to make that mistake once.

Liquid chlorine is available for residential pools. Since it's very unstable and requires special handling, nearly all residential pools have equipment that uses solid chlorine in the form of tablets or "sticks." This solid form is very stable and requires no special handling. You can just toss some tablets or sticks into the water purifying equipment, wash your hands, and be on your way. If you fart around with liquid chlorine and allow it to turn to gas and you breathe it, you die.

Since chlorine can be danger with mishandling and Georgia seems to be the only state, where it is not available, I believe it might have something to do with intelligence of people living there.
