Flicking dash lights won't crank 1995 s series 2020

Default Flicking dash lights won't crank 1995 s series 2020

1995 S series sedan replace battery fob battery and recalibrated central locking by pointing to the mirror. that's all fine. the car won't start. All dash lights flicker dimly. Battery putting out over 12v. ignition seems fine and starter is seem strong. it turns over but it won't crank. I've traced with the voltmeter from battery to fuse box. from fuel tank to fuse box all live 12v. SAM relay fine. Fuses all intact. Did notice that one if the two relays up front (not near ECU near fuse box) is not live when accessories on? replace the ECU still the same problem. There is no spark and no fuel in the rail which tells me that it's still isolated? do you think this is the case? I think next tests I'll customise the voltmeter and put a pin down ecu input and output and see if I can trace the weakness there.
Flickering dash lights seems to be the key does anyone know the answer as to why. Does the chip in the fob need resetting after a flat fob battery?
