what I think the possibilities of the problem are

a coil problem

the gas pump -relay- resistance

the idle controll valve box

Do you usually buy your gas at the same station? If yes, try a different name-brand station. Use a popular station thatsells lots of gas. They will have the freshest gas.

When it's -20C outside does your car get subjected to widely varying temperatures? For example, does it go from -20C outside to awarm insidegarage? If yes, add some stuff to your gas tank that removes moisture.

Check the air filter. Change if dirty, but especially if damp.

Replace the fuel filter.
