Default Question on Camshaft seal on 104 motor-300CE 24 valve

How far does the camshaft seal have to go in when installing?
Dos it have to be flush with the metal cover?
as I took the upper timing chain cover off as I have to replace
the U shaped seal.
The seal on the camshaft was leaking and it was flush with the
metal cover where it goes in, but when I gently tapped in, it
went in another 0.25" almost, so not sure how far does the seal
has to be pushed in.
Any help would be great.
