Horn Problem on 98 E320

My horn will not function on my steering wheel. The hornDOES function if the alarm is set-off. Is the fuse the most likely problem? 1998 E320.

yes......but note that the horns (front of radiator, and beneath right headlight)
activated by the steering wheel are different than the horn for the anti-tow alarm
(very likely behind the front right wheel liner)

fuse for the regular horn is in the fuse box on the passenger side and you need to remove the cover. no the fuse box on the driver side but the one on the the passenger side under the hood
