Hood won't open

Default Hood won't open
I broke the tab underneath the dash that opens the hood. I tried to pull on the cable and only the passenger side latch opened. Any ideas on how to open and/or fix?

Take a look at the link below. There was a way to open it by accessing the cable from under the dash.
