Default 1992 190e 2.3 heater issue

I am at my wits end with this beautiful car, I can not seem to find why I am not getting any heat, It will give off heat when the blower is not on and the the car is at idle after the car has been running and parked for awhile then restarted after 15min, as I begin to drive the heat goes away and becomes colder and colder, I have checked the monovalve and am not sure if it is working properly or not, I have good flow through the heater core both inlet and outlet tubes hot to the touch, could a vacuum problem be the cause and how do I check for that, and were? I also keep having this problem where a large diameter hose keeps popping off under the air cleaner attached to some sort of valve that is snuggled in between the intake manifolds, when this hose pops of the car wont start and if it's just barely on the car runs extremely rough. Please help me out here guys this is becoming a real issue with the cold and I hate to say this I am about to get rid of this car because of this unless it's an easy fix. Any help is appreciated.
