Angry Climate Control trouble shooting

Hi, I have a 2001 CLK430 Cabriolet W208.. Climate control PN 140 830 24 85 Sent it in to have it rebuilt, needed replacing plastic pressure sensors behind buttons, electronics worked fine. They returned one PN 140 830 2685 stating it was an upgrade because of parts to rebuild mine, said it would work..
Plugged it in, all displays worked but no blower? Here is my question. I show 13 volts going to my blower with key off, 14V when I start . The blower worked fine before my sensors started to fail. Now after only a couple of days driving my climate control does not display anything except when I push the rear defrost button the red indicator light comes on so it is getting power. Should I have voltage going to the blower with it off? I took the climate control out and unplugged to see if I could reset the micro processor, NOTHING? yet I do have voltage to my blower?
Any advise would be appreciated. This CLK only has 44K miles, garaged Arizona weather Thanks!
