Default Light Confuse

Can someone tell me if this is a bulb problem or a circuit problem? I like to get a general idea of what’s going on before I go to a dealer and get charged a bundle to fix the problem. I have a 1998 C230 and the fog lights (both lights) do not work anymore and I don't think it's a burnt bulb. Also, the 30secs safety lights that stay on after you switch the car off are not working either.

Did you check you fuse box?

I had a friend look and he couldn't find anything wrong with the fuse. Any other ideas??

I have a similar problem, and a novice mechanic told me its the power regulator. I hope its not, because if it is, its alot of money
