Default overcooling

I have just replaced a faulty thermostat, thinking that it would cure the very poor level of heat distributed to the interior of the car.
Not so, I have even removed the electromagnetically operated fan, as this was constantly runing. Now the temperature in the hoses is very hot and the pressure of the hoses are high, but still the level of heat issuing out of the heater matrix is still very poor.
Is there anyone out there with experience of this issue.
A friend suggested altering the fuel octane switch located on the upper inner NS wing
The vehicle is a 1.8 1992 190 E

you got poor circulation (i mean the car cooling system).

couldn't it be that "matrix" is corroded inside which restricts the flow?
