Xenon Headlight problem

Xenon Headlight problem
My RHS headlight has a habbit of not coming on. About one in five times it does. I have switches the bulbs to no effect.
Anyone had this problem ? I am trying to aviod buying an ignitor unless I am sure thats it.
Please Help !
