W114, 250CE, Air slide valve

My Helga had an issue with very low revs when cold and very high revs when at full temp.
At full temp I would crimp hose from valve to intake and revs would drop so I determined old valve had seized in the open position.
Purchased new reconditioned valve and installed it.
On start up when cold revs are now high like they should be and valve gradually closes as the temp rises, but it takes too long for it to fully close, also at cold revs are a tough high, so it jumps when placed in drive.
I have a temp sensor in the system that gives me a digital readout of temp.
At about 70 Celsius the cars revs cycle high to low continuously until temp gets closer to 80 Celsius.
At 82 valve fully closes and I adjust idle screw to correct revs.
Is there an issue with cooling system thermostat possibly or has he incorrectly bent the bimetallic spring inside the valve so piston sits in wrong position when cold?
