Lock cylinder?

Default Lock cylinder?

So, I hate to make my first post a question, but here goes:

I just bought a 1983 300SD Friday and I've been having issues with my ignition not moving to position 1. The key is just kind of stuck (it does come out though). I've read through a ton of posts about people's lock cylinder problems, and the solutions and I'm not finding a problem exactly like mine. On the lock cylinder, there is a little notch that is supposed to point to the left, maybe around 11 o'clock? My little notch is apparently getting out of place, and that is when I'm malfunctioning. So...
A)Whats the little notch?
B)Do I need to go ahead and order a new lock cylinder from Mercedes?
C)Ballpark estimates of how much?

A special tool is inserted into that notch to remove the tumbler. Just give the dealership your vin # to order it. When you go in to pick it up, make sure you bring registration and your ID.
