GLA250 Low boost

I have a 2015 gla250 (not my vehicle) with code p0299 as the only code coming up no matter how much driven. The vehicle has no power but eventually can get up to highway speeds.
A shop diagnosed it needing a whole new turbo. Did not fix. They they said it was the flywheel, they began the job, couldn't finish and I finished it here. First road test after back together, no power, code returns.
I think the flywheel may have been diagnosed because now that I can see dealer specific information I also have a weird transmission code but on further investigation, it looks like the VIN coding for trans wasn't matching but that can be caused by a dead battery... Which this car did have.
It now has a new battery and is on a maintainer during testing.
I had done some searching before getting xentry, and seems there is a common issue with tearing of the intercooler hoses, they are new and checked again anyway for tears.
I also had noted some people had found the water pump was the cause but xentry has a test for activating that and it is in working order. The temps never go above spec, and when the pump is actuated, the temps immediately slam down, which is where xentry's spec shows they should be doing.
Xentry seems to end at the diverter valve but it isn't clear that this is even the faulty part so wanted to reach out for some brainstorming to see if anyone had dealt with this also?
