1991 300SE electric motor noise under glove box

Default 1991 300SE electric motor noise under glove box
I can hear an electric motor on inside my car right underneath the glove box under the black plastic panel.

What is this for and should it be on?

it is running even with all of the hvac controls off. is that normal?
