190D Vacuum

190D Vacuum
My 1985 190D has developed the following:
Won't shut off
Won't switch from vent, to defrost, to fresh air....
Door locks work.
I replaced a section of tubing from the front of the engine (near the vacuum pump) to the firewall because it was cracked...no help. I know that section has something to do with the shutoff because if I suck on the tube (no jokes, please) while the engine is running, it will shut off. It won't shut off with the key. If I pull the new tube off and feel for vacuum, there sure isn't much. Does the pump on the front of the engine produce a lot of suction? Do they ever go bad? Does it have something to do with the vacuum switching mechanism behind the passenger vent?
Someone help me out, please......
