RE: wont turn off with key
I think an attempt to block this line was made by the previous ownerusing duct tape. You think this unconneted line is the culprit? I have not yet checked the vaccum valve in the ignition. I guess I need to start there.

Not sure how well this will post. In my hand is the miscellanious line. Its about 10 inches long and ran underneath the runners. Can't find anything at that distance for plug it into.

They might be connected, but the rubber connection points may be leaking air or a unit the line goes into could be dead.
Here's a link you may find useful. I found it while trying to locate how to adjust the tranny modulator.

RE: wont turn off with key
Thanks that was very helpful. I am now having trouble with my engine battery, or at least I think its the battery. If I jump start the car it works fine. Is there any way to tell if my battery is going bad or if its altenator?

Get the car started. With it running, remove the negative battery connection. If it dies, the sytem is not charging. This could be either the alternator or the voltage regulator.
Another way to check is to hook the voltmeter across the battery poles. When you rev the engine the volts should rise to about 14.5 and then fall again when it comes back down to idle. If they rise, that means the system is charging.
