Default trap oxidizer documentation please

i just bought an ebay '87 300dt with 112k that had been in mothballs for the past 10 years. drove it 350 miles home during which it was immediately obvious that the turbo was blown and i had a kickdown problem. car is completely gutless, 0-60 in about 60 seconds, top end at 80, pulled mountain passes at 25 mph in 4th gear. it did get 35 mpg though.

since then i've gotten a bit of education about trap oxidizers (which my car still has) and the recall campaign. do know the recall number is 96-1121, but can't find a copy of it. someone somewhere also posted a comment that MB has a contract with EPA requiring replacement of the entire exhaust system on 124's, along with turbo if blown. can't find anything more concrete about that EPA agreement. mbusa reps babbled over phone about "sequential damage" and claim turbo replacement is not covered. but a number of people posting here and on other sites claim to have gotten free turbo replacement.

can anyone direct me to some hard documentation, so when i go to war with the dealer i can be armed with something more substantial than anecdotal evidence?

btw, i need a heater core for this car. anyone wanna sell one?
