Stop lever stays down

Stop lever stays down
1993 300 SD
Just finsihed changing the O- rings on the injector stub pipes as they were leaking. The engine starts and runs well.
Problem: Engine shuts down a bit rough when you turn the key off. The Stop lever stays down and must be manually raised before the car can be started again. When I move the stop lever up and down, it seems to be binding on something internally. I didn't not take the intake manifold off so it was somewhat tight to do the job but I can't see any loose vacuum hoses of electical connectors. I'm fairly certain I didn't drop anything in to the stup pipes and as I said, the engine runs well.
Does anyone have any ideas?????

If I disconnect the vacuum hose to the vacuum actuator, the level continues to stay down until I manually lift it. When I attach the vacuum actuator to an external vacuum source the lever depresses. If I disconnect the external vacuum source, the lever remains depressed until I manually lift it.
