Car was truning off and on fine. I canged the oil and filter and now the engine won't turn off. I can turn the ingition off and pull the key out and the car still runs. What's the deal? Vaccum line? If so which one/where should I look?

Yes, vacuum line. Look at all the ones in the vicinity of the oil filter. Chances are you just knocked one loose.
