87 3.0 not shutting off

I have a 87 3.0. Turning the key off will not shut it off. The lever will almost pull down enought. I hooked a vacuem pump to it and I can suck the lever down but it leaks bad. I am thinking there is a hole in the diafame. Is that all it can be? It is a major job to get the top off the pump so I want to know there is no air bleed or anything like that before I go to all that work. I also don't have heat contols in the moring. I also beleave it to be a vacuem leak But unrelated to the shut off probem due to the hand help vacuem pump i put on the engine. Any help would be great.
