Default 76 240 D (115) brakes and vacum ?

Hey guys just got back to the states and looking to do some brake work on my merc. The brake rotors and pads are all in good shape but I think the mastercylinder is shot due to several issues the pedal sinks and occasionaly the clutch pedal drops??? do they run on the same cylinder? It stops but itstops like it would if the engine wasnt running so effectively no power brakes.

The vacum pump appears to work itspulling vacumbut not terribly hard, are the rebuild kits that are available on the web for roughly $12.00 the fix?
I thought the vacum was what shuts the engine down when you push in the controller?

This car sat on base for nearly 3 months and started right up!
Thanks in Advance
