Default 300D vacuum modulator question

1984 300D... harsh, late shifting all shifts.

Newly aquired, so I'm waiting for the FSM to get here (ups says the 15th).

In the meantime I've checked the vacuum pressure just before it goes over to the passenger side and apparently down to the transmission. Reads 15 inches HG. Nicely goes to zero with momentary WOT.

After reading these forums (thanks guys), I'm expecting to find the modulator at the transmission, where the vacuum line apparently goes.

If I recall correctly, a half turn counterclockwise should give me a softer and earlier shift... the logical next thing to try. I may pick up a longer tube for the vacuum gauge so I can read it while driving.

So I need a sanity check here... does the above make sense and the logical next step?

what do u adjust to make it shift smoother, is the white looking screw you adjust or under the transmission with the T key?
