Default C-270 2001 emission motor problem

I have a C class 270 2001.I have recently replaced the air inlet manyfold. There is a small emission motor wich opens and ccoses air flabs.Some times it works ,some times not.Is it suposed to work ollthe time?Any ideas or experiences?Any other sensors or switches posible connection to the problem. Its called a inlet shutoff port motor,you need to change the motor when replacing the inlet,you have a faulty motor it works all the time when you the engine,when accle or deaccel it opens and shuts,is there lose of power if so needs to be renewed....

Thankyou very much for your reply.Yet not clear if i change the shutiff motor the new one would work continiusly as this motor was replaced one year ago and i suspect that some other component could be responsible as it functions for a wile then stops then starts again.There is not notisable lose of power.
Any idea wat kind of test could result in accuarte diagnose?Any other ideas? Plase halp me. I do not mind spending but I do not want to replace wrong part.
