Rust on floor pan / rocker is this car finished?

Rust on floor pan / rocker is this car finished?
Hey guys my 1984 300D turbo has this rust hole in the rear floor pan and rusted out bottom of the rocker panel. I am wondering if this is repairable and if it is not going to cost too much money. Thank you for any suggestions!
