Privacy is not entering your property,no not watching it.
Building Departments have those aerial photos with property lines pasted on them.
Did you put a fence lately, or added gutters without a permit?
WATCH OUT.

BTW don't be surprised, when you find the pictures around Army Bases inaccurate, or scrambled. Somehow they can even lower the GPS signal in those areas, so it can't log in.
Would you expect, that scrambling signals of 12 satellites above California might be difficult to do.
Not at todays technology.
What is told between the lines is, that people having access to originals of those photos don't have to subscribe to newspapers anymore.
All they have to do is find somebody reading newspaper on his backyard, or one laying on the driveway and zoom in.

Conspiracy theories abound. There aren't many county jurisdictions that can afford to take advantage of such technologies to enforce building codes. They have trouble paying the cops' and firemen's salaries and buying gas or diesel for the school buses. This isn't the USSR. We don't spend our last pennies spying on our citizens. Local governments are lucky if they can replace their monochrome IBM XT computers with 1st gen Pentiums with color monitors. My county can't even accept a tax payment using a bank card. They're the only place I ever write a check for nowadays.

Now, the CIA and DOD are different. They use those super high-res photos, but not to enforce parking tickets or otherwise harass citizens.

You are talking again about something you have no idea about.
If the Building Department will catch you doing a job without permit, not only they'll get the money for the permit, but in Contra Costa Co, when I mostly work they add $100 penalty.
That's equivalent of speed traps on steep downhill entering the village.
In FORMER USSR cops were catching citizens for personal bribes. Here money go to government agency. What difference does it makes for the citizen?

That's the issue of qualifications of those employees.
Years ago I had to get fingerprints at Sheriff's office. The charge was $10. I had cash, but clerk in her late 50's couldn't process that thru her register, so I wrote the check and than she didn't now how to process that. Took me about 2 minutes for fingerprinting and 20 minutes to pay for them.

No, it's not. You misunderstood again because you can't read, but mostly because you can't understand. Even if the employees were qualified, they can't process a bank card payment because the county doesn't provide the technology to do it. TRY to think. Why the county doesn't provide technology, that even minimum wage workers at McDonald have?
Have you ever had a chance to walk into big government office and wonder why all the computer monitors are turned away from main passage?
What those people can't image is, that windows behind them works at some light as a mirror.
My teenager son plays those games too.

McDonalds makes a profit. The faster they can sell a meal and take a customer's money, the more money they make. They invest in the latest technology to help them do that in order tomake more money. Government is not in the profit market, especially small local governments. They make do with what they have. When they spend money, they need the approval of a whole parade of people, committees, politicians, and untimately taxpayers. It's a whole different world that you do not understand.
