i was looking at the actron 9135 scanner it says that it diagnostic tests. tells you what coud be wrong with the car and rests the check engine light Works with all OBD II systems would this work on our german cars?
has anyone tried this tool ?

I don't know this scanner. Suggest you contact the manufacturer.
Key info is make, type and year of your vehicle. Many German vehicles met the OBD requirements before the USA deadline.
There are several "Protocols" (Operating System) that are used e.g. J1850 (VPW, PWM), ISO 9141, ISO 14230 (KWP 2000), and ISO 15765 (CAN).
You need to ensure that your scanner and vehicle protocol match.
I use aDynoScan A300 which automatically covers all protocols and I've found the software to be "bullet proof". Plug it into the diagnostics port (NB There are many different types of plug socket prior to the now "standarised" OBD socket.)
Although there is a version that can be used on a PC laptop I use it on my Palm which is mega handy. (My laptop is a Mac)
