Jammed seat belt

Default Jammed seat belt

I have 09' ML350 with less than 35000 miles. Right rear seat belt is jammed and it won't even lock into a brackets(it'll reach to a brackets). Dealership told me to replace the whole thing and it'll cost $750-$1000. Is this something I can get a parts and easy to do by myself? Or is this cost reasonable?

Both. The belt won't retract and it won't attach to the buckle.
