it could be the outside case...sometimes they turn yellow looking. you can get some cleaner from autozone or something and make them clear again.

the foggyness is a result of weatherization, UV, road particulates impacting the plastic
lens. in time, the combined burnishing effect effectively sandblasts the lens to a point
where it looks awful. you can purchase and apply something like 3M or Lumin-X or
other similar thick plastic applique for the lens. the fact that they are designed to
be replaceable allows you to peel off and apply new layer when needed. depending on
manuf, the price can be anywhere from $50-150.
