Week Headlights on 2003 E500

Any idea why my project headlights are weak? Does it need adjustments?

bulb could be incorrectly installed which could point the bulb to high or to low, or the automatic adjustment is messed up. if they are aimed correctly...maybe compare to another car against a wall or garage to see.
