throttle does not return to idle

Dear Forum:
for quite some time I am trying to figure out why my throttle surges only when the car is cold.
I have a E320 wagon 1995!
When the car is cold it surges up to 5000 - 6000 rpm when switched into neutral. Then the rpm get down regulated to about 3000 rpm. I pulled the error codes and none come up. Furthermore, I changed the air mass sensor and cleaned the throttle body.
It seems like to accelerator gets stuck!
Any help would be highly appreciated...
