Default Removing steering wheel

The steering wheel is held on by one Allen head bolt, but the bolt is glued down by something that looks like JB Weld. Is there any way to remove this epoxy holding the bolt so I can remove the bolt and then the steering wheel?

The bolt is not welded , it just looks like that , you just have to get some good tools and make sure you are turning in counter-clockwise direction.
