E320 Belt Tensioner Problem

To the experts in this forum, a mild request from a simple out of his own garage mechanic. I have a 1994 e320 sedan with the inline 6 engine. I replaced the water pump. However when i went to replace the tensioner and after i bolted it on and pulled the tensioning adjusting arm to max force, the belt itself was not tensioned correctly. It still needs a greater pull of tension. The adjusting arm is new. I tried to keep the main big bolt slightly loose while i tensioned the belt, but alas still not enough tension. There was tension on the belt before i took it off to change the water pump but now no tension. Could it be that my tensioner is bad or is there way you can reset the spring mecanisim in it somehow. Or is it the shock that is bad, even though I heard the shock was for vibration purposes. Could it also be the way the tensioner is postiioned? The bolts all fit in correctly and tighten correctly, so im thinking it might be my tensioner. Please any info regarding this will be greatly appriecieted. thanks alot.

Belt is routed correctly, the tensioner was turned all the way around. Is there a self test u can use to test to see if the tensioner is tensioning and about how much tension will this belt need. Again its a 94 e320 sedan. Thanks
