Default 300E serpentine belt/tensioner replacement

Hello, recently purchased a 92 300e and i just started getting a severe squeal from the serpentine belt, and it is so loose you can basically just slide it off. And now I believe the vehicle is losing charge as a result and needs to be jumped occasionally. I've read previous posts about tightening belt tensioner but I think mine may be maxed out, not exactly sure though. Anyone have a link to a tutorial on troubleshooting/replacing the tensioner and belt? I found one pdf. about it on here but the link was dead. Thanks in advance.

Ok so I finally got around to attempting this today. got through 99% of it no problem. I go to tighten the tensioner adjustment rod and it didnt seem to be making the belt any tighter. also the yellow arrow didnt seem to be moving at all. So I continue to tighten it and it snaps at the bottom where it connects to the steel ring. I am pretty sure it was installed correctly (rod facing the radiator) so I'm not really sure at this point why it happened. I mite do it all over again tom and replace it with the original one. I don't know. kinda frustrating.
