Default Loss of power

Hi can anyone help, I recently bought a CLK 270 and have discovered today a large rubber hose on the right hand side as you look into the engine which has a split in it with a small amount of oil residue, when the engine is reved up the split opens and make a whistleing noice and the car suffers a loss of power, I have placed some gaffer tape around the split and although it still makes a noice the power is significantly improved, I suspect it is something to do with the Turbo system but need advice as to wether its just an hose to replace or something more sinister, any comments or advise welcome.
