welcome to the world of CLK. it is a very common problem. i actually got a letter from an atourney about a class action suit on the design of the bumper. i've scraped mine, but luckily no tears on it so far.

I/m not a body specialist, but I don't see a reason a torn thermoplastic bumper can't be repaired by welding. Get a stick of PVC plastic, clean, prepare the tear, then melt the stick intot he tear to rejoin everything, finish by smoothing (filling) then paint.
Maybe it's just the amount of labor involved, maybe the repair shops just don't want to fool with it and let the customer pay, I don't know. Anything that will melt and resolidify can be welded, though.
