2001 C240 won't start even with new battery

Recently we have been seeing the error message "UNDERVOLTAGE, CONSUMER DEFECTIVE". We had the battery replaced but we still see the message come up when we drive in the city. We mostly drive the car for short trips around the city (only 3-5 miles at a time). So we took it on the freeway and the error message seems to go away most of the time. Now the car won't start without using a jump start from a second battery. Any ideas what may be causing this problem and how much it would cost to fix?
