Wonder why Sleepwalker asks for vin?

Hello everyone, so I recently had a shop change my front brake pads just the pads. And as soon as they gave me back my car I drove off and my steering wheel started vibrating really bad.. It does not vibrate when I brake at all only when I'm going at around 45-70 mph with vibration reducing as I speed up.. I had my tires rebalanced and that did not fix the problem but did reduce the vibration. The tire shop then told me that I was missing a hub centric ring so I replaced it with one, and that also reduced the shaking and vibration of the steering and the whole car vibrates too.. These are aftermarket rims size 18" but like I said it was not doing this before any ideas or any tire shops I could go to that are recommended I'm from olympia something close would be nice. I had the tires balanced at 3 different shops so I'm pretty sure it's not balancing.. Suggestions would be greatly appreciated thanks.

Sometimes it isn't the tires, but rather the wheels they're wrapped around that cause your car or truck to vibrate when driven. Watch out for potholes and sloppy road repairs which can both be equally hazardous to your wheels.
