What is this knob???

What is this ****???
I have tried to figure this thing out forever. This "****" or something is just to the left of the steering wheel and it looks to go to the transmission? What does it do? This is on a '79 300D.

I left a post yesterday but doesn't look like it saved so hear it goes again.
I am not doubting you on this just asking questions, I just want to know more about these wonderful machines. If it is the engine idle speed why does the cable go to the transmission area? Also why would Mercedes put an engine idle speed on the dash for a brand new car? Shouldn't that adjustment be under the hood not something you adjust regularly from the driver seat? It doesn't seem like anything works when moving it around but on a side not the engine sounds and idles great and always has since my grandfather bought it new.

Ah ha your right.... Retraced it and had my wires crossed, literally. One more question and I'll leave you alone. Does it pull out or turn? It seems frozen and I'm going to try and work it out but I need to know if I should pull it or turn it? It would make me think pull since it's a cable but the way the **** is made it looks like it should be turned. Any help is appreciated.
