Assuming you've already tried any number of dedicated wheel cleaners with unsatisfactory results, try Nevr-Dull. It comes in a small can and is sold in most auto parts stores near the washing and waxing stuff. Maybe some discount stores too. It's a chemically impreganated cotton wading.
Wash the wheels with soapy water and rinse. When dry, pull out a short wad of Nevr-Dull and start wiping the wheel. It's easy to tear off a piece wadding from the can. You may want to wear rubber gloves to keep your hands from getting stained with what's on the wheels. Work in a well-ventilated area. Do a small section at a time. The more you rub, the more crud you'll remove. Don't worry about getting the wheel clean with the wad. The grime will smear around on the wheel. When you're satisfied that the gunk has been loosened, wash the wheel again with soapy water and rinse. Repeat if necessary until the wheel is clean.
