You have a CAN (digital highway) problem.
Steering column control and wing mirror are digitally controlled and are not simple "old fashioned" electrics which can be maintained by anyone with some electrical knowledge.
It is likely that the fault is due to the Signal Acquisition Module SAM which controls these systems but these units are expensive and CAN faults can be initiated by many issues (water, corrosion, loose connection).
Suggest you get the car to the dealership for a "Quick Test" using MB STAR diagnostics to determine what On Board Diagnostic OBD codes are present...if any. Body codes CANNOT be read by most DIY / local shop OBD scanners. This will give a good indication of what is going on. Post your results and we will try to interpret the findings. Suggest you get a quote BEFORE authorising an "open cheque" since dealership experience in the USA appears to be patchy!
